Well, my thoughts:
You'll want to photograph the memorial, right? Go down on it! Literally; the way the fountains are cropped out and the sense of height in the photograph seems a little off; it's too un-isolated. I can't say Try shooting from lower below, so you can get a slightly different perspective, as someone sitting on the steps near the pool may. That way, the tips of the monument will not have so much vastness above it, and it'll be easier to simply concentrate on the subject.
Also, the colours seem a bit...well, bland. I realize it is a solemn subject, and warm tones wouldn't do too good, neither would a carribean shade for the water, but make the sky a brilliant blue! Some of the water can use a little extra something too, as can the clouds. I hope you don't mind my altering your image, I just wanted to show you what you I mean, quickly scrapped up:
