Default Low light performance

The main parameters for low light performance should be:
- max ISO setting
- max aperture
- sensor size
If 2 cameras have the same max ISO and max aperture, but different sensor size, will they have the same low loght performance?
Also, how can I compare different max aperture with ISO setting: for example f2.8/ISO400 is equivalent to what ISO at f4.5?
I hope this makes sense...
