Default Star filter

Hi. I'm very interested in getting a star filter for my Pan FZ20, but there are so many different ones out there. Can anyone tell me what is the difference between a rotating star filter and a cross vary filter? Also, does anyone have an opinion on how many points would look the best in photos? Thanks to all.

Why get one at all? Effects like star filters cry out to be done after the fact in Photoshop (or similar editors). Star filter effects can be found in most image editors and they offer exact control of where and how much to apply them. And unlike a photo taken with the filter, you can just delete the effect if you so decide.
