Of the 3 cameras listed, only the 8800 will take true macros. dSLR's can take close-ups (by zooming) but as far as close-focus goes, it will cost you a few bucks extra, for a macro lens, to get within 5-9 inches with a dSLR.
The smart money says, but the dSLR for your main shooting, and a Canon A85 (or equvelent) for macros (and a nifty jacket pocket knock-around). The Canon is many dollars cheaper than a decent macro lens, and does a better job.
None of the newer (introduced in the past year) low cost all-in-ones have 2 second shutter lag. Most are in the sub 0.5 second range, with many under 0.2 seconds (prefocused).
