You need to understand a few things about night photos. You need a certain amount of light on the sensor. And when there is not enough light, you need to make a longer exposure. This means that the subject you are photographing must either stand still, or you get it blurred from the motion of the subject. Since you mention clubs, there will be subject motion.
So, you either need to flash, or you need a high ISO which does not produce a ridiculous amount of noise.
There is only one compact that will let you use higher ISO with not too much noise, the Fuji Z1/Z2.
If you do not mind the flash, the Canon SD500/550 has better image quality than the Sony's you listed. And about your video remark, no idea where you got that from.
If you do not mind flash but do dislike red eye effects from the flash, the only camera that is both very compact and does good in that area is the Sony DSC-P200.
But since flash will ruin club atmospheres, I think your best bet will be the Fuji Z1/Z2.

High ISO:
+Enables faster shutter, probably will reduce motion blur, both hands or subject, lighting still natural
-Noise, Sony cameras typically have acceptable ISO400, while Fuji have ISO800, which is 1 stop advantage (1 stop means you can shoot at 2X faster shutter speed)
Image Stabilization:
+Reduces handshake motion blur up to 3 full stops (e.g. without IS you shot at 1/60, then with IS you shot at 1/60 : 2 : 2 : 2 = around 1/8), lighting still natural
-Cannot freeze subject movement, e.g. running man
For me, I prefer the IS, because I don't shoot many action low light shots, most are still like sceneries and city lights. IS gave me 3 stop advantage, while Fuji cameras have low noise up to ISO800 have only 1 stop advantage over the sony.
capedeci, the ISO 400 is NOT acceptable and if you would bother to look at the reviews from Jeff Keller you would know that.

Since ISO 400 on the T models is really not good, they are in no way a good choice for this person. Simple as that.
With the T9 you are unable to choose the shutter speed, so Jeff did not get to even make the usual night ISO shots.

If it was between the models you listed, I'll definitely go for the Sony T9, Image Stabilizer really help when taking building/city views at night.

Acceptable or not, its subjective man, I think ISO400 on most sonys are acceptable, and most panasonics are not acceptable.
For you, probably Canon 20D is what defines acceptable.
He listed that models, maybe he didnt want the bigger size and uglier design of the fuji.
I said that I prefer T9, over fuji, just for input for him, I don't ask him to choose the same thing as me. The IS allows 3 stops of handholdable shutter speed advantage, while ISO offer 1 stop shutter speed advantage, and this is not taking noise into account. Once again, I assume anyone wanting a small slim camera don't want to carry a tripod

I prefer IS over a 1 stop ISO advantage. But I prefer a 3 stop ISO advantage over IS.
