Arrow Program Shift

what is the purpose of this? In what kind of scenario would I want to use this feature?

I was wondering the same thing. I read through the whole user manual - it only says what and how BUT NOT WHY.
I have since found out in Auto modes such as P, Macro you can use PROGRAM SHIFT to select your own aparture.

That is exactly what its for ..in program mode when the camera chooses a shutter speed and aperture which are not to your liking you can change both without going into manual mode. Say for more DOF to blur the background ,or to raise the shutter speed.
