Not sure you can be that specific if it doesn't have a manual mode.
I have the TZ7 and the best you can do is "force" a longer shutter speed by making sure you :
- Set "No Flash"
- Set Low ISO (eg 100)
This will "force" a slow shutter speed.....but you will need a tripod (and a stationary subject)
If it has it, select i-Night Scenery which should also force a slow shutter speed.
