Photoshop CS5 has many (maybe too many) options for stitching photos together. Have you tried all of them? I can just about always find an option that works for me no matter what the subject. I use MS -ICE sometimes, but I have mostly been very disappointed in its abilities. The stitch program which came on my camera software CD does a better job than ICE.
No I don't have CS5 yet. Maybe it's time I picked it up

I think the tool "motion blur" not so approaches in this case.
In my example I used tool "Clone Stamp" and cloned image fragments on the right-to-left/left-to-right along water waves

I was thinking the smear tool as a new layer and adjust opacity. I agree the merge is much easier in CS5 than it was in the older versions. I don't use Ice any more for that reason.

These days I use MS Ice and edit and tidy up in CS3
No idea how to stitch in photoshop - but there again I have
only really scratched the surface
here's a quickie I did upright from 3 images
It was a really contrasty day and I already used the Active D-Lighting
a small amount - then stilll had to play a little in curves after...
I had a problem lining up the paving stones in this shot with ICE. Eventually it took some time finding lines that sloped together at the right angles and cloning them, or something along those lines. Except I just found a spot where the cloning could have been done better. Usually MS ICE has worked better in detailed scenes like this than ones with strong horizons, in my experience. Strange though it may seem. I've also never had a problem with vertical stitches. Oh yeah, the size is a little long, I scaled to 400 pixels tall.
Just wanted to show you one of my less successful MS-ICE efforts and how Photoshop CS5 did with the same 2 images.
The first 2 images are the originals.
This next image is what ICE was able to do with the above 2 images.
Finally - the below image is what Photoshop CS 5 was able to do.
Quite an amazing difference. So, when you have troubles with ICE I recommend that you try the photomerge tools in CS5.
