Dell use Samsung LCD panels, if you compare a similarly spec'd Dell to the Samsung the Dell is good value.
A friend has a Dell 30 and it is an awesome photo editing screen, about 4MP I think....

High ISO still won't make any difference, it is the light coming into the lens that is lost, this slows the AF system. This is all before the light hits the sensor meaning ISO is of no consequence.

CP filters take about half a stop of light out and this can be enough to slow the AF system on an already slow lens. I have the same issue with my CPL on the Bigma.

Yes, high ISO is much better in the K200D. The K10D has some functionality that the K200D doesn't, but if you're after usable high ISO then the 200 is the way to go.
