I have a circular polariser on my FZ20. but it doesnt seem to make a huge difference when turning it. do you have to half press the shutter release then turn it or turn it without pressing the shutter button? the former seems to have more of an effect but does that put the picture out of focus?

In my opinion you need to 1/2 press to meter and then turn the polarizer .. about the only difference you will see is the sky will darken.
If you want to use the polarizer with no sky in the photo , first set the polarizer with the camera pointed toward the sky in the same general direction as the subject you wish to photograph.

Correct , it will be bluer maybe I chose the wrong word , it will look bluer or darker if there is no blue. (All clouds)

While I see you have your answer, other things you can do are to adjust the polarizer in full manual mode, which helps me to eliminate the need to do a half shutter press.

The most effective way that I adjust the polarizer is to find something with a reflection or glare on it. I can point the camera at it, and turn the polarizer until the glare or reflection disappears, even when that is not the target of the photo. I turn the camera to the target and the sky will be darker.
