I read this forums review of the Sony H1 which I am considering along with the FZ20 or FZ5 and the Canon S2. In the review it states, "H1 took 9 shots @ 1.3 FPS, the S2 infinite @ 2.3 FPS, and the FZ5 infinite @ 2 FPS".
What does this mean in reality? How does it equate to shutter lag?

No this does not mean shutter lag. FPS stands for Frame per seconds.
So in your precise example(it is in continuous mode, not in regular shooting mode)
The H1 took 9 pictures at a rate of 1.3 pictures per seconds
The FZ5 took an infinite number of pictures at a rate of 2 pictures per second
The S2 took an infinite number of pictures at a rate of 2.3 pictures per second
In other words it took the H1 roughly 6.9 seconds to take 9 shots(which is its max, the FZ5 can take 9 shots in 4.5 seconds or roughly 14 shots in 6.9 seconds, while the S2 can take 9 shots in 3.9 seconds or 16 shots in 6.9 seconds.
For the shutter lag you have the check the time in between when you press the shutter and when it takes the picture or the time between when you half press(prefocus) and when the picture is taken.
The FZ5 does that in 1s for the 1st and 0.1s for the second.
I don't know the numbers for the other cameras.
