here are the steps i followed to resize an image. they are quick to read thru, so what i am hoping for is one of you to tell me that did one of two things:
1) the procedure i followed below was correct, for the most part
2) the procedure i followed below was not the correct/recommended one

here is what i did to resize my image:
1) file open p1000379.tif

2) View, Printsize

3) Image, Image Size

4) original image specs (PS):
Pixel Dim: 14.1M
Width: 2560/pixels
Height: 1920/pixels
Document Size:
Width: 35.556/inches
Height: 26.667/inches
Res: 72 pixels/inch

5a) uncheck constrain proportions, leave resampe bicubic img on
5b) new specs keyed in:
Document Size:
Width: 6 inches
Height: 4 inches
Res: 250 pixels/inch
Pixel Dim: 4.3M (was 14.1M)
W: 1500 pixels
H: 1000 pixels

6) click [OK]
7) View, Print Size
8) File, Save, filespec.tif
9) upload filespec.tif to walmart, order print
10) pick up 4x6 print of image
11) done

ok, did i correctly resize my image into a 4x6 with 250dpi?

i picked up the print and it seems to look ok. i guess that's the deciding factor.
