Hey peeps, now I'm a noob in this whole digital camera business, but I do have sorted out what I need it to do. I'm looking for some input on what lines of camera would best suit me.

-I'm willing to spend upwards of around $400-500 US (+/-, this isn't tight) but I'm not looking at moving to SLR just yet.
-Size, smaller is better as it's easier to carry, but again, my preference on this isn't a whole lot.
-Megapixels, 4 is the minimum, I have not pref for a max. Just a standard zoom is great, but it's the quality i'm after (7-10 range), which takes me into it's uses:

*I skydive and am into swooping so I want one that will take shots instantly without delay, and works really well with fast action. I don't know how the sun direction affects this but most pictures will be taken outside.
*Low light shots will be happenin as well. More like night shots with some and maybe minimal light around. I don't know what I would be looking for in the techs for this, but the closer to "what you see is what you photo is" the better.
*Movie clips is a must. At least 3min or more. Pref about 640x480 or better for the video.
*Transfering files. Now this is alittle different. USB is great for the computer, 2.0 even better, but here is a big question for ya. Alot of jumpers use headcams for video, but the only option to output video from them is firewire. Are there any cameras that can use video in via firewire during one of the video recording clips? I would only need about 2 minutes worth of video per clip this way.

I guess that more or less sums er up. As for some options like wideangle shots, image stabilization, and weatherproofing, I don't know what I'm looking for. But here would be a prime scenario. I'm standing by a 200 foot swoop pond (swooping is flying the canopy in for landing really really fast while say, dipping your toe in the water and staying level for hundreds of feet.... or going splash). So will be shooting from a distance while he flies in, then close as he wings buy, then maybe even get a little wet. I will be holding it the whole time (no tripod). So options like video, good action shooting, and maybe even a few shots taken every second would be sweet!

Thanks for your time. I am kind of a techie but am new to cameras all together and there is so much here that I am seeing if you guys can point me to the options I should be looking for. Explain the basics first then feel free to get techinical with the specs. Thanks in advance!

I would recommend the Ixus 40 (SD300). It has 4 megapixels. It's less than $400, small (Smaller than you would think), fairly good low light shots, unlimited 640 x 480 30 FPS video (Up till the memory card capacity that is) but no USB 2.0, just the humble USB.
