It's a program that will let you set a cap on your download/upload speeds to keep from bogging down the network when doing huge uploads. I constantly upload a few gigs at a time and I do most of my uploading from work where i have a 3Mb/s upload speed as compared to my .5Mb at home. I use this program so I can take advantage of the fast upload speed here at work without slowing other people on the network down.
