I need a digital camera that has a telphoto lense as much as 100mm extreme low light capabilities or even a light intensifier, the ability to record video would be a plus. Ofcourse I don't want to spend a ton of cash but the end result is extremly important. Thanks. Also what are the down sides to buy a used camera from a pawn shop or ebay?
You need to give alot more information if you expect suggestions.. such as budget, what type of camera(p&s, DSLR), etc...
For "extreme low light" DLSR is the only way to go but I guess it depends on what will be photographed in these "extreme" conditions.

What do you expect to be doing with this camera if you need "extreme low light capabilities" and a telephoto lens?

Yeah... extremely low light + long zoom + good end result = $$$$ + skill

If extreme low light really is important, the OP should look at the just announced Nikon D3s. ISO 102400 should get you into what was formerly image intensifier territory. It does video too. Unfortunately, he's probably looking at several tons of cash.
At the lower end of the price scale, something like the Fuji F200EXR isn't bad in low light for a compact, and has more than the required tele zoom, and video, but it's several leagues behind Nikon's pride and joy.

I'm afraid there is no good news for you. Even on ebay a very good low light lens still costs 4 digits.

The Sony H-50 would not be up to the "extremely low light."
