Zoom Lens Won't Fully Zoom Out

I just received my Quantaray 18-125mm f/3.5-5.6 DC AF for Canon EOS lens. However, it will only zoom out to about 37mm. When I turn the zoom barrel, it stops just short of the 35mm position. It will not go on down below this. It will go to the full 125mm position. It has a "Lock" switch on the barrel as well. I have tried zooming in lock and unlocked positions. No luck.

Any ideas why my 18-125 zoom lens won't go below ~37mm zoom?

I guess no one has a clue either. I contacted the seller. They are sending me a new lens.
