You need to download and install the latest version of Adobe Camera Raw.

It'll install just fine for Lightroom but unfortunately is not compatible with any version of photoshop older than CS4. This means you'll have to use Lightroom to convert your RAW files to another format before you can edit them in Photoshop.

Use the free Adobe DNG converter and convert the RAW files to DNG then open them in Lightroom.

or

Use View NX (free on the CD with the D90) to do the very basic RAW editing an save as a jpeg to open in Lightroom or Photoshop

or

Upgrade Lightroom.

How about shooting 16bit TIFF. That way you can adjust exposure afterwards without visual defects.

Otherwise just shoot jpeg and you don't miss much.

I have CS3 and I was able to download the updated RAW converter from Adobe's website. It opened my NEF/RAW files from my D90.

Photoshop 7 is two versions at least earlier than CS3. Photoshop 7 was released in Windows 98 days (or soon after). Adobe do not support anything older than CS3 with their RAW converters.
