Im searching a cam that can I put it on bicycle or helmet, and go to mountain biking.
The image needs to be more stable possible , 1280x720 60fps or more, wide lens. If I will put it on bicycle or helmet, it needs to be light and small.
If possible, it could be waterproof or has an underwater pack on the market. Also, I will use the camera for surfing .
Reading the forums I have some options:

Samsung nv24hd- 24mm, Dual Image Stabilization, 1280x720 30fps :(
Panasonic Lumix DMC-ZS3(TZ7) - 25mm, O.I.S., Intelligent ISO Control, 1280x720 60fps.
Aiptek action gvs-1280x720 60fps, stabilization (not good) , shape can easy fit on helmet.
Kodak Zi6.

Does somebody know some cam that can do this job? I think I will go with Lumix tz7 but I really dont know.

I'm thinking you're probably looking in the wrong area here... a digital still camera is probably not going to suit your needs because of the size and and difficulty of mounting it securely on a helmet.

Would probably work better for you. It has a helmet-mounted extension camera, is water, dust and shock resistant, and has the ability to take decent quality stills as well as video. I'm not sure what the current model of the camera is.

My father used it a few times canoeing, and it survived a few dunks in various rivers.
