Have a Nikon D70 with Nikkor 28-200 lens. Won't take a picture. When I press the shutter release it gives a number underneath the remaining pictures number....r12. I have it locked as it's supposed to be, I think, at 22. What am I doing wrong?

I don't think R12 is related to your problem, this figure just indicates the amount of pictures you can take before the buffer is full, so 12 pictures.
I get the same number on my D50 if I select JPEG Normal/Large as the image quality.

I don't know what the reason could be why it doesn't take a picture. Are you sure the camera has found focus?

That's correct r12 stands for Remaining 12 meaning 12 shots to fill the buffer.
I suspect the focus issie is the problem try setting the camera on AF-C. In AF-C mode it should fire the shutter whether it gets focus or not. If you still get no joy use a known working lens on the camera and if possible move your lens to another camera to isolate whether the camera body or the lens is at fault.
