I've owned a couple of Kodaks, and for their pricing they provide very good quality images. Colours are nicely saturated, lens sharpness (again at their price) is pretty good across the frame, and there's very little chromatic aberration. Thay suffer a bit at higher ISOs of 400 or above, and their flashes aren't that great, so they're not a good night, party or pub cam. Kodaks have always handled skies and foliage very competently, so they're a great outdoors camera.
Ergonomically, they're well laid out control-wise, and although fairly "plasticky" they seem to last the distance. Note that the C813 doesn't have genuine image stabilisation though; it simply raises the ISO automatically, which can introduce a lot more image noise, particularly in shadow areas.
The C813 is also compatible with Kodak's 'Easyshare' printing system, which means for another $60 or so, you can buy a little Kodak printer with a docking station that'll produce pretty good 6" x 4" prints on photo-quality paper.

In my opinion, the C813 — at around $80 — would be an excellent choice for 12-year-old to learn on before possibly upgrading to a higher specced, fully 'manual' camera in a couple of years time.
