Please try to keep your questions to a single thread. You keep asking the same question in different ways, without giving enough information to make a real answer.

I'm looking for a good IQ camera.
Well, without a more specific definition of what you subjectively consider to be "good IQ" this is a difficult question to answer easily.
You need to tell us what sorts of subjects you'll be shooting primarily, as a camera (any camera) that produces a good image for one subject can produce a lousy image for another type of subject.
Some cameras excel at low-light, low-noise, high ISO shots but may lack sufficient dynamic range for brightly sunlit outdoor landscapes for example. So it'll take great shots in smoky pubs and dance clubs, but give you blocky shadows and clipped highlights on a summer's day.
Whereas another camera — even in the same class — may have fabulous landscape capabilities, but display tonnes of noise once you push it over ISO200.
"Good" image quality can mean two vastly different things to two different people! (When considering 'which' camera to buy, that is.)
Cheers :)

Don't know much about the TZ5 except it has one more MP and can do HD video but have had Fuji P & S cams before, I can just say that the Pany has the best auto mode of any camera I've ever owned..DSLRs included, the 10x zoom is a blast to use when you don't feel like lugging around a heavy camera on vacation. I got new on EBAY for $164.00 a mega bargain if you ask me. My only gripe is that it doesn't take AA batteries.

Barry is correct-
If you don't need the video, the TZ-4 is an excellent camera. However I believe that the Panasonic FZ-28 is even better. And it is priced at $(US) 239 at B&H. You ought to take a good look at it. Here is an ISO 320 no flash/existing light photo taken with the FZ-28.

I have seen very few photos from any of the new cameras, that catch my eye, but that is one that does for sure.
I see all the things I do not like about the new processors, but under those conditions that is an outstanding photo.
( My exif reader says it was shot at ISO800 and 1/30th of a second), even more impressive, if that is so.

Thank you very much, Genece-
I too, think that the photo that I posted has a lot of real IQ and feeling to it, thanks to the rather amazing Panasonic FZ-28. The FZ-28 can do a whole lot more than most people suspect.
I do a great deal of stage photography with DSLR cameras and ultra zooms like the Panasonic FZ-28. This FZ-28 photo was one that I was really pleased with in a lot of ways. It showed character, IQ, and some very nice mood.
Thanks for your comments, Genece. I always look for your posts.

Whilewe're talking about the tz5, can anyone explain how the sports mode works? i'm guessing that it acts like a shutter priority for fast action, But how does it determine what shutter speed to use?

yopro08,
Greetings.
Without knowing which specific Fujifilm model you're comparing with the Panasonic TZ5, I can only offer my opinion to READ more reviews here in DCRP, DPReview, CameraLabs, etc. also LOOK at the photos taken by those cameras in your mind.
I don't own a Fujifilm camera, but I do own a TZ5. Check out my little Sampling Gallery... http://www.flickr.com/photos/howi/sets/72157604711660372/ Click on the thumbnails to view in larger image sizes and explanations, comments of some photos.
