I would like to take a photo of a stream where the water appears to be cloudy and whispy. From my understand I would need a long shutter speed in order to capture the blur of the water, however I am assuming I would need a very large f stop to allow in the least amount of light possible?

Kind of working this out in my head, am I correct in my thinking?

Yes you are correct. You also may need a ND filter depending on the amount of light.

And you need a tripod to eliminate camera shake. Also, it's often helpful to shoot during the early morning or around sunset so the light is more even. Sometimes it also works to shoot when the water is in the shade. This way you don't get the water becoming overexposed long before the surrounding area is exposed correctly.
