I'm new to this area. My wish is to print posters with cost-quality optimium.

Which plotter is the best to be purchased and print photo posters?

Size of posters is normal size like: 24.0" x 36.0" or 60.0" x 21.0", 23.0" x 34.0", 23.0" x 34.0", 38.0" x 13.0", 28.0" x 22.0"

or european measures like: 61x91.5 cm,30x30cm, 64x90cm

I have seen some plotters like HP and Canon. which is the best or there is some other good choice (brand name)...
Need help.

I suspect you mean printer. A plotter is an entirely different device which uses small ball-point pens to draw text and diagrams. They were popular in the 1980s, very briefly.

To print to poster size, you're talking about printers costing thousands of dollars. Better to have posters printed than to buy the printers as it'd be much more economical.

Plotters are still very much in use today. And modern plotters are quite similar to ink jet photo printers.
