i need a cheap but quality digital camera that can that digital still picture and take vedio clip of 2 - 5 mins in reasonable quality. i do not need to print the picture out into hard copy, i just need to upload the pictures into website and vedio into youtube only ( as long as they are clear and no need professional quality ).

i used to own a canon 7 mp slim before and it was burnt in a fire.

price: the cheaper the better
pixel: not much a concern
brand: not a priority but i still own a canon brand travel charger for the battery
maintaining cost: need to have rechargeable battery already

any suggestion?

Pretty much all cameras will meet this requirement. If the camera comes with rechargeable Li-Ion batteries it will have its own charger. Canon has changed its battery type several times, so old chargers won't fit some current cameras. Which camera did you have. If the camera takes AA batteries you'll need to buy a set of NiMH batteries and charger.

So, you can look at the Canon SD1000/1100 models for basic ultracompacts that take good pictures and have a good movie mode.

2-5 mins of video will be a huge file size. At 30 fps mine is about 2mb/sec so would be 240mb to 1.2 gb for 2-5 mins.

What model?

"maintaining cost: need to have rechargeable battery already"
Huh? What does this mean? All cameras can use rechargeable batteries, either AA or lithium.

I assume she means it must come with a rechargeable Li-Ion battery and charger, ie, no additional cost to buy batteries.

I'm using my Sanyo VPC-CG65 to take pictures and videos for my 1 year old kitten. This style camera can do both in acceptable quality. You may check out their latest model, it is not expensive.

For AA batteries I'd put the Canon A590 IS as a strong choice. If it needs to be a rechargeable ion ultracompact, then also check out Olympus FE-340 and Stylus 820.
