Here's the scene, there's a well lit model in the front, can't use a flash because they want to preserve the shadows and whatnot on the model and surrounding area. The picture is for their department webpage and course description spot. What settings would be the best for capturing the whole scene? Fast shutter? ISO number?

I would suggest a shutter speed no slower than 30th of a sec. ISO as low as you can and as high as you must. Unless the model is reclining at an angle away from you, DOF should not be a problem. Use an F stop that works with your other settings.

I would suggest the lowest ISO and a tripod.

Well, then I guess its time for a new camera, ad I can't adjust the shutter on the DSC-w70.
