I've got Photoshop CS3, but it's a pain in the butt to load each time I want to do a simple resize job.

Microsoft's built-in photo editor is OK -- it loads quick but has no batch functions.

I've tried Miha's Image Resizer, which is lightweight and handles batch processes, but the interface feels very clunky and it has no other editing features.

What I would like is a very lightweight (ie, fast-loading) photo viewer/editor that can handle batch processes and do the basics like resize, crop, rotate, and web optimize quickly.

Preferably open-source if such a thing exists, though I wouldn't mind paying typical shareware-type prices if the program works really well.

When I want a quick loading image editor I use Photobrush from mediachance.com. I don't think it supports batch processing, but it does handle most Photoshop filters.

Canon's own software works pretty well for batch resizing etc. Try DPP.

For fast resize/web optimize function, I use VSO Image Resizer (http://www.vso-software.fr/products/image_resizer/). It's free and has a lot of features.

For crop, rotate, touch-up, & basic PP, try Adobe Lightroom. It loads faster than Photoshop ;) with most of it's PP functionality.

I personally like Picasa from google. You can lightly edit, rotate(very easily), adjust the color, and I believe you can edit a bunch of photos at a time. oh, and its $0.00.

Thanks for the suggestions!

I've settled on Irfanview (http://www.irfanview.com/), which is very lightweight and handles all the basic functions I need it to. It also has a pretty decent batch function, and it is free software developed by a buy as a hobby.
