I recently did a non-profit event, and now the organizer is wanting me to make a collage of a few picture I took.

I'm not so sure I have the skills or the time as a college student, to make something worthwhile.

He said he'll pay me, but again, I really don't know where to start.

He sent me what he had used last year, and it was basically a 8x10 sheet with 6-8 picture turned 40° with the title of the event at the top. Very simple...very...bland.

I was wanting to do something that had the pictures very tight with bright borders in between and a really nice logo at the top, but I have no idea how to design something like that. I don't have any how to draw in Photoshop.

So are you turning it down or doing it?

Find out a few things before you decide. Are you expected to provide a file only? or frame / matting / etc.

That said, if his expectations are low, then you should be able to wow him. You shouldn't charge for your learning curve, but when you analyze how much time you spent on post, then guess at how much time it would take you in the future. See what it really takes, and charge according to that.

But really, it isn't that hard if you use layers. Background a solid color, and any gaps between pictures will show through from the background for your highlights.

I say go for it as long as you aren't putting a lot into framing / matting

Consider using publisher if you have it. It's way more intuitive and a good tool to be familiar with. It's pretty easy in publisher by the way.
