Tag cleaner

I long time ago I started adding tags to my photos because I tought it was usefull when searching for something. In the end it was a total waste of time since my tag usage wasn't consequent, a lot of pictures remained untagged and some tags were wrong.
So I'd like to remove all tags from all my pictures, but I can't find a program that is capable of doing this (ps. I do want to keep all the EXIF information, so an EXIF cleaner is not an option).

Any suggestions ? (windows or linux, preferably windows)
