Budget
I'm buying in Japan, and looking to spend about $200-300. I would like to keep the price lower so I can purchase more accessories.

Size
The smaller the better, but size isn't necessarily that important. Something as big as the Panasonic DMC-FZ3 would be the upper-limit.

Panasonic FZ3

Features
This camera is going to be a point-and-shoot present for my 65 year old father-in-law. Ease of navigation and accessibility is more important than picture quality.
The most important feature considerations are as follows:

1. Easy menu navigation.

2. Large LCD (at least 2.5").

3. Good auto white balance and consistent picture quality for a wide range of point and shoot situations.

Cameras Considered

Fuji Finepix F30
Pros: Good low-light performance, 2.5" LCD
Cons: Difficult to find new
Questions: How are the interface and the point & shoot settings?

Panasonic DMC-TZ3
Pros: 3" LCD, do-it-all cam in a small form factor
Cons: Average image quality/low-light performance
Questions: How are the interface and the point & shoot settings?

I guess y'all don't have much to say about point and shoot cameras...

I'm going with the TZ3, as it has a bit of a fun-factor involved with the monster zoom and the gigantor lcd screen. It also seems to be aimed at the P&S consumer with no manual controls for shutter/aperture.
