Can the battery pack be recharged before it is discharged? Would this practice reduce the overall life of the battery?

All current Nikon batteries are LiION (Lithium Ion) cells.
They have a duty cycle of 1000 charge / discharge cycles. A cycle is from completely charged to completely discharged then charged again. If you recharge the battery before it goes "flat" that does not constitute a full cycle so it will tend to lengthen the service life of the battery.
So to answer directly.
Yes you can charge the battery before it is completely "flat".
No doing that will not shorten it's life, it will actually lengthen it.

Now a tip.
Charge your batteries overnight if you can. The batteries achieve about a 90% charge in the two hour period Nikon state but the other 10% trickles into the battery very slowly over a longer period so charging overnight is will get a larger charge than just waiting till the light stops blinking on the charger.
The rule of thumb is to not turn the charger off until the battery is cold or cool to touch.
