I'm looking for a great digital camera that can take good landscape pictures but can take good pictures of people in low light situations. Will appreciate all suggestions:

Budget

* What budget have you allocated for buying this camera? Please be as specific as possible.
Under $200, the cheaper the better (on a tight budget). But I am willing, and probably will go as high as $250.

Size

* What size camera are you looking for? Or does size not matter at all to you?
Smaller is good, anything that can fit in my pocket (I wear large pants, btw.)

Features

How many megapixels will suffice for you?
5.0+

* What optical zoom will you need? (None, Standard = 3x-4x, Ultrazoom = 10x-12x, Other - Specify)
Standard (3x-4x) is good enough for me.

* How important is “image quality” to you? (Rate using a scale of 1-10)
8, I only want the images big enough to see on the computer, so anything that looks good when sized at 1024 x 768

Do you care for manual controls?
Not really.

General Usage

* What will you generally use the camera for?
I will mostly be taking pictures of landscapes, especially at sunset and sunrise. I will also take pictures of buildings from a distance, and the occasional picture of people.

* Will you be making big prints of your photos or not?
Not at all.

Will you be shooting a lot of indoor photos or low light photos?
A LOT

Will you be shooting sports and/or action photos?
No.

Miscellaneous

Are there particular brands you like or hate?
Not really, but I don’t want a camera from an unknown company no one’s hardly ever heard of.

Are there particular models you already have in mind?
Nope.

(If applicable) Do you need any of the following special features? (Wide Angle, Image Stabilization, Weatherproof, Hotshoe, Rotating LCD)
Image Stabilization, AA Batteries.

The best camera for lowlight (without flash) is Fuji F-series but they don't have IS and AA batteries.

Check out Canon A570IS or Canon A710IS. Since you only display to 1024 x 768 one of them should do the job.
