I posted this question under the memory card forum but no reply yet.
I got a reply direct from CANON that in essence said they don't know.
The question is: Will the SD200 utilize the fast read/write speed of the Sandisk Ultra II SD cards? In other words is it worth spending the extra money. Has anyone done a measured test of the actual camera/card combination?
The Canon reply was that there are too many available cards to test all of them. But this reply seems to avoid the underlying question of the design capability of the camera.

There's another thread in here somewhere that has people reporting that their Sandisk 512 and 1G regular cards work just fine with both fast video modes. So at least for Sandisk there is no need to buy the Sandisk Ultra II. Can't speak for the other manufacturers.

I got a 512 Sandisk Ultra II for my SD200 for only 20 bucks more. I figured even if there is no difference between that and the other one it will still come in handy for any future SD card cameras that work better with a faster transfer. I personally think it helps in the Fast Frame Rate (60fps) movie mode, but I have no evaluaiton nor have I seen any that would give further vereficaion. I also use it on my Dell Axiom handheld to hold music, etc. Hope this helps!
