1.Is there any real benefit to using a high capacity SD card over a normal SD card in a digital camera?
2.Can a standard SD card reader read a high capactiy SD card?

SDHC is basically a new standard of SD. The advantage of SDHC is that any camera that is SDHC compatible is guaranteed to work with any size SDHC card they ever produce (I believe the limit is something like 128gb).
Regular SD has an increasing number of compatibility problems, starting at 2gb. While there are many devices that will support 4gb and 8gb standard SD, there are also a fair amount of devices that won't read those cards.
Most likely, regular SD readers won't read SDHC cards.
Right now, I think 2gb and 4gb standard SD cards (high-speed, of course) are the way to go. Eventually, they will produce SDHC cards at higher capacities then SD cards are available in, which will be their advantage. But it hasn't happened yet.
