According to the manual (online, PDF and printed) you should be able to access the Exposure Compensation FUNCtion in M mode; but, on my S3 the Exposure Compensation icon is always greyed out, and unavailable, when I turn the dial to M....
Am I doing something wrong? Is the manual wrong? Is something wrong with my S3?

Yepp. Having Ev compensation is pointless in Manual mode. Must be a typo in the users' manual.

Oh, is that all it's really doing? Moving the settings around?
Heh ... here I was thinking it was some electronic thing like the White Balance or MyColor modes!! :)
Makes sense, now! Thanks, guys....

Still though, havent you noticed that for whatever reason in manual mode it WILL pick your exposure for you based on your settings and the lighting available? I action dont like that. I wish that it was fully manual and just left that alone.

Actually, that Ev reading on the upper-left corner if you half-press in Manual mode does not affect your shot. The camera is just telling you what it "thinks" of your settings.
For instance, if you see a +2, it means that the current manual setting would render the shot as overexposed. A -1 or -2 would mean that the camera thinks that the picture outcome would be underexposed. If you get a 0 or near 0, it's just telling you that the current exposure settings would be the best as far as the camera light metering logic is concerned.
The number has two colors, red and white. The Ev reading will show in red if you're way off the "correct" exposure setting.

So is exposure compensation, such as in Program mode, a sort of multi-parameter overall adjustment? And as such, it is OPTICAL not DIGITAL, yes? Have I got it right?

Yes, I was thinking it was digital, too, but it's just optical ... the same as changing the Tv or Av yourself. If fact, if you take note of what the settings are (in any of the P, Tv, or Av modes) and then increase or decrease the EC, you should see the updated setting changes when you half-press.
In a quick test I just did, in P mode, taking a pic of my laptop on my desk, it chose: Tv=1/8, Av=2.7. Then, switching to EC+2: Tv=0.6", Av=2.7.
