Well, I've used the Gimp for some time but it's under your budget... $0! It's actually pretty solid, especially for the price.

I recently got Photoshop CS2 and Lightroom, but I'm having a tough time because I had gotten so used to the Gimp. Give it a try, you've got nothing to lose. If I remember correctly, you have to load an additional file for Windows, read the install instructions.

Oh yeah, it takes a bit of getting used to. There are some very basic tutorials on that site. Google for more tips on it such as levels and curves.

You may want to look at this link also...

Google's Picasa is free, but limited in terms of editing. Corel Paint Shop Pro and Adobe Photoshop Elements are both good, and around $100. If the new versions are too expensive, the previous versions are still fine. I have Paint Shop Pro X.

Extend your budget a little and get Adobe Photoshop CS2. The price will begin to drop with the newly released CS3.

There are some free tools:

Bitmap:
GIMP: www.gimp.org

Vectorial:
Inkscape: www.inkscape.org (http://www.inkscape.org)
Xara open source: www.xaraxtreme.org

Or just to add few effects to your photo, you can use:
Photo-Magick: http://www.photo-magick.com

I just jumped from Photoshop 7 to Photoshop 9 (CS2). I LOVE what they've done with the program. I will never use anything else. The price is a bit steep, but it's only money, and in any hobby you gotta pay to play.

Photofilte is a nice free software program for editing photos; it has its limits, which you will run into before too long using it, but is a simple and useful tool with a few cool features. A good starting point.
