differences in packages

Can anyone tell me what the differences are between the current Microsoft Digial Image Suite and an older version such as Version 9?

Same question in regard to Adobe Photo Element 3 and version 5?

I've been using the Microsoft product with my old HP scanner and really liked the ease in which it works. I got a new Canon scanner that came with a free copy of Photo Element 3 that I've played with a little.

Now that I have a new toy I may opt to either upgrade my Microsoft product to a newer version or upgrade the adobe product and was wondering what is in each to make m want to shell out the bucks for a new copy?

As fr as I'm concerned, there is no difference. They all do what I want (well Picture Studio never did - it was useless). The only difference for some might be that later editions read newer RAW files.
