I thought they were broken up into letters and numbers indicating the prison the convict was first put into, the category of prisoner and a unique identifying number.

I was under the impression that the lady who told me all about it was a prison photographer whose job it was to make the convicts hold up their identification numbers beneath their ugly mugs.
