So I snapped off a few shots and ran em through DPP, slight sharpen, curve, filter and monochrome style.

What am I missing, they dont seem to pop like cdi and cw, any suggestions apart from "L"

They look good to me. Maybe a tad too much contrast? I'm on a laptop LCD though so it might just be Dell's fault.

When do you shoot most of your B&W, sunlight or lower light? or ND filter?

Hmm I never think about things like that. I don't use filters though I can tell you that much. I have an ND but I bought it for when I was trying to overpower the sun with my Speedlite. I just shoot and if I think it'll make a good B&W I convert it. I also tend to convert to B&W if for some reason I can't get the white balance to look right no matter how hard I try, despite shooting RAW.

I ran a few of mine through desaturate and they looked rather flat. Admittedly i didn't try and shadow/highlights but they just didn't look right yet i could've swore they'd make good B&W's.

As long as it's a good exposure it really doesn't matter how you got there. I think there are some images that just don't look right in B&W, and others that seem to beg for the conversion.
