Best software for swapping objects in pictures?

I am an amateur at best with the digital photography. What software would you recommend if I wanted to say cut one person from a picture and place them into another picture as if they had been there? You know just playing around the kids love seeing the pictures of family or friends in odd places or with strangers, etc. Is there one that is affordable and also is it a complicated process to get a decent picture?
