I just installed 3.0 and need to adjust my monitor, but can't find the gamma utility anywhere. I looked in the help section, but it just give's a description of what it does, but not how to use it. Any suggestion's. Thank's, Cal

From everything I've read you should be able to find the gamma in the control panel of windows (if you're using windows)

I'm guessing that the reason you can't find the Adobe Gamma Utility for Elements is that Adobe is abandoning it. Visual monitor calibration is not all that effective and it has gotten cheaper to buy a high-quality sotfware/hardware calibration package.
If you must perform visual calibration, and you are on a mac, you can use the Apple Display Calibrator. On a PC, do a google search for visual monitor calibration. I'm sure you'll be able to find an inexpensive package. A much better method is to buy the GretagMacbeth Eye1 display or the Monaco Optix. Both do a much better job of calibrating your monitor. The money you spend on the package is usually saved in the ink and paper you save by having an accurate monitor profile.
