I have a new Nikkor 60mm f/2.8 Micro-Nikkor AF lens for my Nikon D70. It only allows me to take px at f32. At any other setting the reading on the camera body - where it displays f-stop/bracketing increment/PC Mode - in that position it says "FEE".
Why can I take photos only at f32? What do I need to do to take photos at other f-stops?

Check out the following Nikon link--short, simple, and has a photo.

You can take photos at other f-stops. You don't manually change the f-stop on the lens, though, the camera does. You have to manually set the f-stop on the lens to the largest #(the smallest aperture). You then change the f-stop on the camera while in the "A" or "M" mode by turning the dial on the front of the camera below the shutter release button. If you are in "P", "S", or some other mode, though, the aperture is set automatically by the camera.

...Unless the aperture ring is not set to the highest aperture number of the lens and locked. See fEE Message link in my earlier post.

I read your message, maybe you didn't read mine. I first said to set the aperture on the lens to the smallest aperture. "Then" the camera will change the aperture on the lens. The fEE message link you provided just says why the message is there. It doesn't answer the OP's question on how to change apertures.
Ray.
The Nikon link explains why the message is there and even has photos, as well as how to lock the aperature ring. In retrospect, I guess the original post could be taken a couple of different ways.
