My mom is looking for a camera that she can focus, adjust iris and set white balance. Doesn't need to be super high megapixels- she's using it for ebay type of website, but needs the colors to be accurate as possible. What's the cheapest and easiest to use out there- needs to be a digital camera.

I bet you could find a high end point and shoot with those features, but I'm not very familiar with what is offered right now so you would have to do some research it a bit more.
As far as a dslr goes, you might try cruising ebay for a used one. Used Canon Digital Rebels go for about $350-$500 depending on what lenses/accessories come with it. 10D's and Rebel XT's go for about $450-600. If you are on a tight budget I personally would recommend the digital rebel, it would be more than enough for auction photography. If you have a bit more money than do what I did and upgrade to the XT, it has some nice features that its forerunner didn't.
Plus there are other considerations, like lenses, which I wouldn't recommend buying a fancy one until you are sure you need it, a tripod, a book of photography (very recommended unless you took a college class of photography), a memory card so factor that stuff into your budget.

I think even a low end point-and-shoot can do that. The Canon A540 is highly rated right here at DCRP. Focusing is with a lever instead of twisting a lens, though.
