What should yield the better, more sharp picture:
Equipment: 30D, 17-40 f/4 L, (shitty) tripod, timer mode
Conditions: 10:00 PM, cloudy, no moon light.
Object: 15 story building, shooting from parking lot with little to no parking lot lights to throw off the camera. No lights highlight structure.
Subject: In its support of Breast Cancer Awareness, the company I work for illuminated BIG pieces of pink paper in its windows in the shape of a ribbon. I was asked to take a shot of it for media purposes.
QUESTION: Which should result in a better more crisp picture?
- High ISO, wide open aperture & shorter shutter -OR-
- Low ISO, stopped down, longer exposure -OR-
- Somewhere in the middle

Low iso longer exposure
I'd say you would be best advised to get a good tripod such as the Manfrotto 3021BN and a good 3D head.
A good tripod is essential for long exposures.

Shoot in mid to late evening after sundown (but before the sun disappears).
Use shutter priority (1/10th sec. to start) (for best ambient exposure), lowest possible ISO
(some cameras default to ISO 100 in shutter priority)
Use Tripod as suggested.

Holy toledo, why make a choice? Bracket, bracket, bracket! Change ISO and bracket again. Also, use mirror lock-up and time delay shutter release, and baby your poor tripod.

he's right, do both. but since your tripod sucks you might have to do the high iso approach.

Probably just the same in this scenario unless you have to go to 1600 or something where there's noticably more noise. I don't think it's going to be a factor in this particular case, but if you try the longer exposure, just make sure the scene remains fairly static for the duration or you might accidentally capture whatever changes.

That only comes into play if I am shooting left handed. I have a right handed camera.

OK, I thought I would get one more shot at doing this, but the clock ran out and had to work with my "test" shots. Clarity wise, I like one that I shot at ISO 100, f/4, at 2sec.
What I ended up doing was using one of Andy's tutorials to get where I wanted it to be. I took the original (RAW), made a copy and popped the exposure to +1. Original again, copy, dropped the exposure -1 1/3, layered and painted to final result.
It's not perfect, but should do for a low res newspaper article.
(getting it "perfectly" straight in the frame wasn't an option (I think). Shot up and off to one side.

Yah I second this. You don't even need a Bogen. You could get a Bogen clone aka Amvona Dynatran (cheap on eBay if you're patient and bid).

Yah I second this. You don't even need a Bogen. You could get a Bogen clone aka Amvona Dynatran (cheap on eBay if you're patient and bid).
Amvona rocks! My Dynatran tripod weighs a ton though so I never take it out of the house - do yourself a favor and get one of the carbon fiber clones. Amvona! I've ordered a bunch of stuff from them and am still not sure what that place is. It is a costco-type wharehouse for photographers? Is it Amway for photographers? Is it some guy sitting in his basement in Maine? You no se...

I KNOW, I KNOW, I KNOW!! A tripod is on my list. It's just one of those things that has taken a back seat to glass...and it's not as easy to "hide" from my wife.:o
