I've used a Canon A70, Sony P200, whatever common popular ones were there, and over 25% of my photos were blurry, out of focus, etc. and i am seriously getting sick of some once-in-a-lifetime photos coming out not so sharp. So, I am in need of a camera with image stabilization at the best value, and I'm just that average joe shootin pix to print 5x8, 8x10, and blog them. requirements would just be a decent lcd, decent image quality, and a compact size that i can carry around easily. I'm really looking for value since I've spent a LOOTTT of money on other things with all my other gadgets breaking all of a sudden and having to replace them(laptop $700, cell phone $300, mp3 $350, bike $400 all new n hav no money left) and I don't have time to save up for a good camera because i really need it ASAP. Just the cheapest options with optical image stabilization would be great. thanks for any help.

Maybe you should check out older Panasonic models. Keep in mind though, IS doesn't create miracles and blurry photos can cause by shaking hand or moving objects combined with (relatively) low light. If the latter is the cause, no IS in the world will save your day.

As Tim already wisely advised, IS won't work miracles for you, you'll still have to practice steadying the camera, and if your subject moves during a slow shutter time, you'll still get blur. But if you check the "Reviews" section here, the Panasonic cameras listed there: FX01 (at $223 & up is quite a bargain, being one of the few digital cameras listed with a 28mm wide angle); LZ3 at $167 & up has 6X zoom, uses AA batteries. You won't have to necessarily buy a battery for the FX01, since it comes equipped with its proprietary Li-Ion unit.

thanks for all your replies. I can't remember if the blurry shots were from low light, but it surely ain't me because I'm only 15 yrs old and i have pretty steady hands in my opinion. ill post some sample pix of the blurry stuff when i come home from school im in the library right now.
