I don't know if there's a different/easier way to do it, but you could do it with layers in photoshop. Duplicate the layer so that you have two identical layers, both of which are the picture. Make the top one black and white, then use the eraser to go over the biker. The black and white biker will be erased so that the color one is showing through.

There are a lot of ways to go about it, but that's pretty much how I did it.
