So I am looking at getting a new digital camera (for stills) and need to know a few things before I go out and spend $$.

So, I want to shoot in low light, around sun rise or sunset. What features does a camera have to have in order to get good shots?

I also want to do some action shots? So I would need a faster shutter speed right?

I heard that there are different ways a digital camera processes the information (like via software or chip)... what are they?

If you want low light and action shots, you want a camera with good zoom and high quality. You either need a super zoom or an slr. It's your choice. Canon makes great dslr for around $1000. They also make good compact cameras. A good superzoom is the Panasonic Lumix DMC-FZ30K.

If you want to take action shots in low light, you're going to need either a powerful flash, which isn't always allowed, or a camera with high ISO sensitivity. High sensitivity often leads to noisy (speccly) pictures, but some models, particularly Fuji, are better at this than others.
