Is that a good shutter speed or rather slow?

The shutter speed represents the physical limitations of the camera. This is a fine range, from 8 seconds (it's can be nice to have a longer shutter speed for time lapse shots) to 1/1448th of a second, which is plenty fast to freeze any action. The problem with most cameras is not if they are physically capable of taking pictures with short shutter speeds but can they gather enough light at those speeds to take useful pictures.
What camera are you looking at and what are you trying to do with it?
