Is Mega OIS necessary?

I was looking around some Lumix cameras. The main feature that promoters promote is the Mega OIS. Did some research about it.. Cool things about the Mega OIS. But, is it really necessary?

at 12x zoom, absolutely.

That's probably why Panasonic is including it on all of their cameras now. I've seen shots handheld over 1 second from the LX1, looking pretty sharp. Whatever you can do without Mega OIS, you can better by at least 2 f-stops (like instead of 1/100, 1/25 shutterspeed) at any focal length with Mega OIS.
