Does my UV filter affect my I.S.?

I recently added a UV filter to my Fuji S9000 for lens protection mainly but also outdoor shots. I have noticed of course on cloudy days and indoors but in good lighting my icon that indicates a shaking camera is highlighted even though I am very steady in auto mode. Is there enough tinting in the filter do you think that it affects the lighting on the AF and the image stablization is more sensitive?

Also, in those same pics I was shooting outdoors in the shade/sun situation where my people where shaded and there was a bright sunny background. Any suggestions on avoiding having the dark subjects which is the result in this type of photography?
