Need knowledgable digital camera person

Hi,
I need to buy a smaller camera in the $150-200 price range that can take quality pictures at night without a flash. The camera will be used to take pictures of people at bars and nightclubs, but I dont want to use a flash. The images wont really be blown up to larger than 5"x8". It's fine if I have to use the functions to manipulate the shutter speed, but I dont even know which models will allow this. quality of image is very important... any suggestions? is my price range unrealistic?

Yep, It's quite unrealistic.

The only thing you can do is using night mode on the cheap models, and use a tripod, but all moving person will be blurred though.

Bump the price to 300-400 range, maybe fuji f10/f11/f30.
